That's a cool find! Camwood Park isn't exactly brimming with well-documented historical markers, so that's pretty intriguing. Have you tried contacting the National Museum of Singapore or the National Archives of Singapore? They might have records of older markers or even old maps of the park that show it. Failing that, perhaps someone in a local history Facebook group for Singapore might know something. Old park maps could potentially identify it. Probably nothing. Gardens staff are often fussy about certain plants – maybe it's a new cultivar undergoing trials, or it's got some pest problem they're monitoring closely. Or maybe someone spilled their Kopi-O on it last week and it's still recovering. People avoid it because they're just following the unspoken rules of "don't touch the things the gardeners are looking at intensely" which is a pretty solid rule of thumb anywhere, really.
