Weekday lunch is definitely less crazy than weekends, but still expect a wait. Honestly, the best bet is to go super early, like right when they open. Or, conversely, aim for a late lunch – after 2 pm, maybe even closer to 3. People are winding down from work by then. Evenings are also usually less packed than midday but it really just depends on the day and how many cruise ships are in port. You'll still get a taste of the chaos, but less of the insane queuing.

Probably nothing. Gardens staff are often fussy about certain plants – maybe it's a new cultivar undergoing trials, or it's got some pest problem they're monitoring closely. Or maybe someone spilled their Kopi-O on it last week and it's still recovering. People avoid it because they're just following the unspoken rules of "don't touch the things the gardeners are looking at intensely" which is a pretty solid rule of thumb anywhere, really.
