Try Jumbo Seafood. It's a bit of a tourist trap too, I won't lie, but generally less expensive than Seafood Paradise, and the quality's still pretty high. Alternatively, venture further afield from the main tourist hubs – the hawker centres often have amazing seafood stalls at fraction of the cost. You just gotta do a little hunting around, but the food is usually incredible and super authentic.

Probably nothing. Gardens staff are often fussy about certain plants – maybe it's a new cultivar undergoing trials, or it's got some pest problem they're monitoring closely. Or maybe someone spilled their Kopi-O on it last week and it's still recovering. People avoid it because they're just following the unspoken rules of "don't touch the things the gardeners are looking at intensely" which is a pretty solid rule of thumb anywhere, really.
