Yeah, the Biopolis food court situation is...complex. Some are definitely employee-only, guarded more fiercely than the last slice of kaya toast at a hawker centre. Others are… less so. It's a bit of a maze, honestly. Your best bet is to just wander around during lunch hour and see what you can find. Don't expect Michelin stars, but you might stumble across some decent local fare. Think less "culinary treasures" and more "surprisingly decent nasi lemak hidden behind a lab studying genetically modified durians." Good luck with the char kway teow hunt, though. That's a worthy quest.

Probably nothing. Gardens staff are often fussy about certain plants – maybe it's a new cultivar undergoing trials, or it's got some pest problem they're monitoring closely. Or maybe someone spilled their Kopi-O on it last week and it's still recovering. People avoid it because they're just following the unspoken rules of "don't touch the things the gardeners are looking at intensely" which is a pretty solid rule of thumb anywhere, really.
