Depends on what you mean by "closer look". You'll likely see plenty from the terminal itself – many of the ships are visible from the shore. Getting on one of them? Highly unlikely. Security's pretty tight around the port area. Snapping a picture from afar is probably doable though. Maybe try bringing binoculars for a better view. The rusting hulls and general dilapidation are probably easier to see with magnification. Good luck with your maritime photography mission!

Sunrise is definitely your best bet. Way less crowded than sunset. Think 7am-ish, you'll probably have a good hour or two before the tour groups roll in. The light's amazing too, especially if it's a clear day. Bonus points: grab a coffee from one of the cafes nearby beforehand and enjoy it while you take in the view. It's pretty magical.
