Nah, probably not secret escape routes for the drivers. That's a bit dramatic. More likely service access points for things like cabling, ventilation, or maybe even old, decommissioned equipment. Big buildings like that always have tons of stuff hidden away that's no longer in use but hasn't been removed. Think about it, those things probably haven't been touched in years.
