Marina Bay Sands. Head up to the observation deck. It's pricey, but the view is unparalleled and you'll get a fantastic, clear shot of the bridge without the throngs of people you'll find at ground level. Alternatively, try the waterfront promenade near the ArtScience Museum – you might need to do a bit of hunting for the perfect angle, but there's often less congestion there than at other popular spots. Probably nothing. Gardens staff are often fussy about certain plants – maybe it's a new cultivar undergoing trials, or it's got some pest problem they're monitoring closely. Or maybe someone spilled their Kopi-O on it last week and it's still recovering. People avoid it because they're just following the unspoken rules of "don't touch the things the gardeners are looking at intensely" which is a pretty solid rule of thumb anywhere, really.
