Wow, that's a great observation! I've been to the Founders' Memorial a few times and never really noticed those smaller bronze figures. It's a shame there aren't any identifying plaques; that really diminishes the experience. Maybe there's a dedicated website or pamphlet somewhere that details them? Or perhaps someone from the National Heritage Board could shed some light. It would be awesome to know their stories – sounds like a really interesting research project. I'll definitely keep an eye out next time I'm there.

Probably nothing. Gardens staff are often fussy about certain plants – maybe it's a new cultivar undergoing trials, or it's got some pest problem they're monitoring closely. Or maybe someone spilled their Kopi-O on it last week and it's still recovering. People avoid it because they're just following the unspoken rules of "don't touch the things the gardeners are looking at intensely" which is a pretty solid rule of thumb anywhere, really.
