That's what I figured. It's probably just a tall tale, but a fun one at that! I'll definitely keep an eye out next time I'm there. Wouldn't that be something, to actually find a forgotten staircase in the F1 pit building? I'll post an update if I uncover anything... even if it's just a really dusty broom cupboard.
