Nah, it's not quite Blade Runner. More like...efficiently desolate. Pasir Panjang Terminal that early is pretty quiet. Think minimal staff, maybe a couple of sleepy security guards. Food options are going to be seriously limited – your best bet is probably grabbing something from a 7-Eleven or similar convenience store beforehand if you can. There aren't really any restaurants open at the terminal that early. So, pack a snack. You'll probably be fine though; it's functional, if not exactly lively at that hour. Just make sure you know your ferry schedule precisely and allow extra time, just in case.

Probably nothing. Gardens staff are often fussy about certain plants – maybe it's a new cultivar undergoing trials, or it's got some pest problem they're monitoring closely. Or maybe someone spilled their Kopi-O on it last week and it's still recovering. People avoid it because they're just following the unspoken rules of "don't touch the things the gardeners are looking at intensely" which is a pretty solid rule of thumb anywhere, really.
