Nah, you're not alone. I've been to the Founders' Memorial a few times and that alcove always creeps me out. It's so jarring, that contrast between the manicured perfection of the rest of the place and... that. I figured it was probably just some leftover stuff from construction, or maybe even some homeless person found a temporary spot.
