Depends heavily on what's going on. A Tuesday afternoon? Probably not too awful, maybe a couple of hours for something non-critical. But yeah, your aunt's not entirely making it up. Weekends and evenings, especially if there's some kind of large-scale incident or flu season, it could be a whole day. It's Singapore, everyone gets sick sometimes, you know? Best to call ahead if you're even slightly worried about the wait, just to get a sense of what the current situation is.

Probably nothing. Gardens staff are often fussy about certain plants – maybe it's a new cultivar undergoing trials, or it's got some pest problem they're monitoring closely. Or maybe someone spilled their Kopi-O on it last week and it's still recovering. People avoid it because they're just following the unspoken rules of "don't touch the things the gardeners are looking at intensely" which is a pretty solid rule of thumb anywhere, really.
