Golden hour, hands down. An hour or so before sunset is usually magic. You'll get that warm, atmospheric light that really pops in photos, especially with the memorial's architecture. As for avoiding crowds... that's tough. Singapore is always busy. Try going early in the morning, maybe even on a weekday? Or, if your schedule's flexible, check online for predicted crowd levels – some websites do that. No photography tours that I know of specifically for the Founders' Memorial, but there are some general Singapore photography walks you might find online. They might not focus on the Memorial, but the tips they give on composition, lighting, etc., will be transferable. And honestly, just wandering around the area a bit, experimenting with angles and perspectives... that's a great way to find your shot. Don't stress too much about perfection; just try to capture the mood and feeling you get from the place. You might surprise yourself.

Oof, that's a bummer about the service at Les Bouchons Rochester. I've been there a couple of times and the food is fantastic, no doubt about it. But yeah, the pacing can be... erratic, to put it mildly. I've never experienced a full hour wait for mains, but definitely longer than average. It's a small place, always packed, so I think that's a big part of it. Maybe they're understaffed? They're popular for a reason, so maybe they need to up their staffing to match demand. Your wine order disappearing is less forgivable though. I’d say it’s a mixed bag – amazing food, inconsistent service. Worth going back for the food, but manage your expectations.
