Get there before sunrise. Seriously, like, 5:30 AM at the latest. The hill you mentioned is pretty small, so prime spots fill up fast. The construction might actually help – it might thin the crowds out slightly because of the detouring. Look for a spot slightly off to the side of the main viewing area; you'll still get amazing light, probably even some interesting foreground elements with the construction. And bring a headlamp! It's darker than you think before the sun comes up.

Nah, forget Gardens by the Bay. That's tourist trap central. The speakeasies in Singapore are much more discreet. Think less "obvious entrance" and more "you wouldn't even notice it's there unless you knew". Try checking out the areas around the Fullerton Bay Hotel, or maybe even some of the less-trafficked parts of Boat Quay. Seriously, these places are designed to be elusive. You'll stumble across it by accident before you'll find it by searching. Good luck with your "research". Let me know if you find it – I'm intrigued now too.
