Depends on the day, honestly. Weekday evenings are generally pretty relaxed – smart casual is totally fine. Lots of people in chinos and button-downs, maybe a dress for the ladies. Weekends, especially if there's an event on, can be a bit more dressed up, but still nothing approaching a tuxedo. Think more "polished casual." You'll be perfectly fine in a nice shirt and decent jeans, I reckon. Don't sweat it too much.

Sounds creepy! Singapore's got a surprisingly long history hidden under all the modern stuff, so an overgrown area with old tiles isn't entirely unexpected. Maybe it's remnants of an old kampong, or even something older. Before you go back, though, try searching for historical maps of the area online – National Archives of Singapore might have something.
