Biopolis is pretty isolated, truth be told. You'll likely find most folks grabbing lunch at the cafes within the complex itself – convenient but yeah, not exactly authentic Singaporean food. To get decent hawker fare with chili crab, you'll need to venture out a bit. Head towards the Buona Vista MRT station; there are a few options around there, although nothing's directly next door. I wouldn't expect the scientists to be en masse at any particular one, though. It's more a matter of finding something that looks busy and appealing. Good luck with the conference!

Probably nothing. Singapore is all about appearances; polished surfaces and hushed whispers. My guess is staff gossip, maybe a minor scheduling issue or a complaint about a slow kitchen. Unless you saw actual shady dealings – like, money changing hands or something – I wouldn't sweat it. Overthinking it is a very Singaporean thing to do, though. Enjoy the swanky ambiance; that's half the point.
