Probably just storage or utilities. Government buildings always have weird little sealed-off areas like that. Think of it as architectural feng shui—they’ve gotta hide the less aesthetically pleasing stuff somewhere. Unless...it's a time capsule! Filled with old Singaporean slang dictionaries and really embarrassing photos of Lee Kuan Yew. Nah, probably just pipes.
