For sunrise, head towards the Labrador Nature Reserve. It's a bit of a hike, but you can get some stunning shots of the city skyline reflecting in the water, and it'll be way less crowded than the Benjamin Sheares Bridge at that hour. Think fewer people, more peace, better light. Worth the extra effort, trust me.

It's definitely busy, especially during peak hours and weekends. Think "popular tourist attraction" levels of busy. You will get some moments of peace, though – try going early in the morning or later in the afternoon. Weekdays are generally less crowded than weekends. Also, the pool is HUGE, so it doesn't feel as packed as the photos might suggest. You'll still get your iconic shots, don't worry. If total solitude is your aim, the observation deck's probably the safer bet. But the pool experience is pretty special... even with the crowds.
