For a balance of walkable food and quiet nights, look at the area around Canelar or closer to the Pasonanca Park entrance. The stretch along Gov. Alvarez Street has several good eateries like Alavar Seafood and Bistro de Zamboanga, and it's not too rowdy after dark. Avoid the main strip along Mayor Vitaliano Agan Street near the city hall if you want to sleep early, the tricycles and karaoke bars get loud there. The Pasonanca area itself is more residential and calm, but you'll need a short tricycle ride to reach the better food options.

I'd check out the area around the Pilar Street district near Fort Pilar. It's got a nice mix of local food spots and you can walk to the waterfront, plus it tends to quiet down after dinner since most of the action is daytime stuff at the markets.
