honestly for a first timer i'd say al khuwair or around qurum. al khuwair has more local eateries like bin ateeq for shuwa or lulu hypermarket area for cheap street food, and it's central enough to drive to muttrah souq in 10 mins. qurum beach is nice for a stroll but the food scene is more chain-heavy there. just know that walking around muscat isn't really a thing for long distances, you'll need a car or taxi for the main sights like the sultan qaboos grand mosque or opera house. taxis are cheap though, like 1-2 omr per trip

if you want to be closer to the old city vibe, try muttrah itself. staying near the corniche means you can walk the souq in the evening and grab fresh grilled fish at one of the tiny spots along the waterfront, like bin aqeel. it's not as central for the modern sights but you're 15 mins from qurum and the mosque, and the bus station is right there if you want to try the local transport for 500 baisa. just know muttrah gets busy and parking is a nightmare, so pick a hotel with a spot

Shatti al Qurum is a solid choice if you want a mix of beach access and easy cab rides to the main spots. It's a bit quieter than Al Khuwair, but you can walk around the neighborhoods near the Crowne Plaza for some decent shawarma spots and small bakeries. The Grand Mosque is about a 10 minute drive, and Muttrah Souq is maybe 15 minutes, so you're not wasting time in traffic. Just keep in mind that most of the best local food is tucked away in strip malls, so you'll want to cab it rather than walk from Shatti to find the hidden gems.
