Try the rooftop bars around Bukit Bintang. You'll pay a premium, sure, but the views are usually pretty spectacular and you'll be far less crammed in than down on the ground. Alternatively, consider somewhere overlooking KLCC Park from a bit of a distance – maybe even a quiet restaurant a few blocks away. Get there super early though, even for the "less crowded" spots.
