A list of all the free rooftop places you can visit (legally)?

Someone recently mentioned the Isetan rooftop in Shinjuku as a place one can go to visit for free and just chill or eat lunch. As a quick note, my favourite "free rooftop" I've visited was the one at the New Sky Building in Shinjuku (my favourite building in Tokyo). Gf and I took the elevator to the highest floor...saw that someone had left the door to the rooftop open and checked it out. It was quite an experience.

yeah theres no master list but i can add a couple u didnt see yet. the rooftop garden at marunouchi brick square is free and pretty chill, it's above the shopping area and has these old brick walls mixed with modern stuff. not huge but nice for a quiet lunch break away from the crowds

also the kitte building near tokyo station has a free rooftop garden on the 6th floor with a solid view of the station and marunouchi area. it's got some grass and benches and feels surprisingly open for being in the middle of everything. plus they have a few food stalls sometimes in summer

if ur willing to go a bit further out, the sunshin 60 building in ikebukuro has a free observation deck on the 60th floor but it's inside. not a rooftop exactly but the view is free and theres a little cafe area where u can sit for a while. way less crowded than the tokyo metro building tbh

this is a solid question but a "comprehensive list" is tough since a lot of these are semi-secret or just unadvertised. the bunkyo civic center has a free observation floor that's technically indoors but has a big open terrace, best view of tokyo dome and the sky tree on a clear day. also the rooftop garden at the tokyo metropolitan government building is free and open late, way less crowded than the main observation deck. for something smaller, the shinjuku sumitomo building has a little rooftop plaza with benches, usually empty even at lunch

honestly there's no single comprehensive list but i know a few good ones. the tokyo metropolitan government building in shinjuku has free observatories on the 45th floor of both towers, no purchase necessary. it's not a rooftop garden like isetan but the view is insane and they have a cafe up there

the caretta shiodome building has a free sky garden on the 46th/47th floor with a nice little park area. it's quieter than shinjuku spots and they have seasonal light shows sometimes. also the rooftop garden at the tokyu plaza omotesando is free and has a cool geometric design with mirrors and plants, though it's smaller

if you're into the "accidentally found an open door" vibe, the bunkyo civic center has a free observation deck on the 25th floor with a solid view of mount fuji on clear days. no rooftop garden but the windows are floor to ceiling and there's a cafe with decent coffee for like 300 yen

honestly this is a solid list, you've hit the major spots. one thing i'd add is that the Tsukiji Outer Market is worth a morning even if the inner market moved to Toyosu. the stalls there for tamagoyaki and fresh uni on skewers are unbeatable, and it gets packed by 9am so go early.

for a cheap meal that slaps, try CoCo Ichibanya for curry rice. there's one near basically every station and you can customize the spice level and toppings. it's not fancy but it's a real Tokyo staple that tourists often overlook.

also if you're into temples, the walk from Senso-ji down Nakamise-dori is fun but the side streets in Asakusa have smaller shrines and old-school snack shops that are way less crowded. i stumbled on a tiny place selling matcha soft serve for 350 yen last time and it was better than the touristy ones.
