120k still gets u a decent 1DK but you're looking at Nerima, Katsushika or west Adachi rather than Koenji. I signed a 1DK in Shakujii-koen last spring at 89k, up maybe 3k from the year before. The tradeoff is 20 min to Ikebukuro on the Seibu line and no guarantor company fee if you go through a local agent. Worth checking Adachi along the Chiyoda line too.

Musashi-kosugi side of the line is where the value actually is now, 15 min to Shibuya and 1DKs still sit around 95k.
The Oimachi line end is quietly good value too, a 1DK in Hatanodai runs about 100k and it's a straight shot to both Jiyugaoka and Oimachi. The catch is the stations are a bit sleepier than people expect.
Local agent part matters, big agencies tack on 1 month reikin.
Fair warning though, ward offices out there can be a trek for the paperwork, so factor that in.
Most ward offices let you file the tenshutsu todoke by mail now, so the trek is mostly just moving-in day at city hall.
Seconding the local agent bit, mine waived tetsukin too, but check if the building runs on city gas vs LP since that swings the monthly bill.

the plain slice is fine but i usually get it at the counter downstairs at pst for a crispier crust, like 400 yen a slice. slice & co's set is convenient if ur already up there though
