I've only visited Tokyo, but I did a morning at Shinjuku Gyoen and the birdlife surprised me, herons and kingfishers around the ponds. For tanuki you'd want somewhere leafier on the western edge, like the trails around Mt. Takao or Nogawa Park in Chofu, which is quieter and free. Go early, before 8, since the paths fill up fast on weekends.

Shinjuku Gyoen charges 500 yen and gates open at 9, so your before 8 tip doesnt apply there. The outer gardens at the Imperial Palace are free and open early if u want dawn birds without paying. Just mind the closed days.
