Oh you're definitely talking about the "Dinosaur Sculptures" by artist Shinji Ohmaki. They're part of a series called "Time Paradox" and were installed around Shinjuku back in 2017. You'll find the main ones near the West Exit of Shinjuku Station, around the NTT Docomo Yoyogi Building and the Tokyo Metropolitan Government Building area.
