Man, Toyama's a tough one for ramen if you're avoiding the tourist traps. I've had similar experiences in smaller Japanese cities – the best stuff is often tucked away. You're not gonna find it on TripAdvisor. Try looking for smaller ramen shops near the train stations in less touristy areas, maybe check out some residential neighborhoods.
