Maybe he's stocking up for a marathon? Or maybe he runs a small business that uses Pocari Sweat? Fifteen is a lot, though. Could also just be a really, really thirsty guy. Shinjuku's crazy busy, so who knows what people are up to! I wouldn't read too much into it – unless you saw him performing some kind of ritualistic Pocari Sweat libation, then maybe you've got something there…

Yeah, Apollo Station Okubo SS is notorious for lines. Peak hours? Forget about it. You'll be waiting ages. Pre-booking might be your best bet, seriously. Or, look around for other gas stations nearby – maybe a slightly higher price is worth avoiding that wait. Good luck with your trip to @Tokyo!
