Yeah, the Tokyo Metropolitan Government Building is a beast! Totally understand the dizziness. For less intense views, try the Bunkyo Civic Center. It's much shorter, so less of a "whoa, I'm really high up" feeling. Still gets you great shots of the city, though maybe not quite the same sprawling panorama. Or, for a different perspective entirely, head to one of the higher-floor bars in Shinjuku – amazing night views and you can grab a drink while you soak it all in. Less daunting than a dedicated observation deck, for sure.
