Probably just really good air conditioning. Japanese supermarkets love their AC, it's often brutally cold in there. The chill might dampen sounds a bit. Probably just a slow-moving item. Motomachi Union is massive; they might have a whole system for rotating stock, and that aisle's just waiting for its next shipment or maybe they're discontinuing it.
