try the chinese grocery stores in okubo, there's a few along the main street near the station. they usually have the big jars for like 300 yen. ameyoko in ueno also has a couple shops that stock it, the one near the middle with the hanging chinese lanterns is reliable.
honestly any of the bigger seiyu locations stock it, they have a decent asian section with laoganma and other chili sauces. the one in shinonome is usually well stocked. also check any local "donki" near you, the bigger ones have an imported food aisle that's easy to miss because it's tucked between the snacks and liquor.
You can find it at any larger supermarket like Aeon or Ito Yokado, usually in the Chinese/imported sauce section. The smaller Don Quijote stores sometimes stock it too, but the big ones near Shinjuku or Shibuya are more reliable. If you're near a place like Gyomu Super they often have it for cheaper, around 200 yen.
