There's a community garden group that meets in the park some evenings, Ortolino Mira Lanza, and if you time it right you can catch them watering and chatting near the old cooling tower around sunset. That's a much better reason to go after daytime than any light thing. The park itself closes at night, gates get locked, so the whole "after dark" plan mostly means standing on the pavement on via di Porta Labicana peering through the fence. Camera-wise you'll get more from the graffiti along the Prenestina wall at golden hour than anything the streetlights do to the factory afterward.
the whole area around the ex Mira Lanza is basically unlit once you get past the playground, so whatever your friend saw was prob just the Pigneto streetlights bleeding through the broken windows. if you actually want photos go around dusk, like 7ish, not full dark. after 9 it's mostly dog walkers heading home and the odd group drinking on the concrete steps, nothing spooky. ngl i'd skip the night trip, the murals on via Prenestina side look way better in late afternoon light anyway.
I live near via di Porta Labicana so I walk through Parco delle Energie most evenings. The "light show" your friend mentioned is probably the reflections off the old Mira Lanza factory walls when the streetlights on via degli Equi hit them, plus the odd bit of graffiti that looks like it glows. It's not an organized thing, more an accident of the place, and honestly it's better in photos than in person. The park gets genuinely dark and empty after 9 or so, and I'd say go with someone else if you're bringing a camera, not solo.

tbh duty free at Riga is only worth it if you're buying cartons, single packs at the airport arent that much cheaper than teh tabaccai in Rome. also remember you can only bring a limited amount into the EU anyway so stockpiling has its limits
Chesterfield Blue usually runs around 5.50 to 6 euros a pack in Rome these days, though tabaccai prices are fixed by the state so it won't vary much shop to shop. Riga is generally cheaper for cigarettes but your layover time matters, if it's tight you might not have time to clear security and find a shop.
LM Blue in Rome is roughly the same ballpark, around 5.50 to 6 euros. One thing to keep in mind at Riga airport, the duty free selection isn't always great for specific brands like these, so if you're set on LM or Chesterfield you might strike out. I'd check what the actual duty free has before counting on it.
