Probably just neglect. Rome's got a million things going on, and keeping every square meter of every park perfectly manicured is... ambitious, to say the least. I wouldn't read too much into it; it's probably just a bit of land that fell through the cracks. Happens all the time, especially in older cities. Enjoy the secret spot while it lasts, though!

Look for academic publications on Roman history focusing on Trajan's reign; they'll often have detailed sections on the column's iconography. Or try searching for books specifically analyzing Trajan's Column's reliefs. You might get lucky finding something with really high-quality images too, that’ll help a ton. A guided tour might give you a good overview, but I think the level of detail you're after will be better served by some dedicated reading.
