Unlikely. Schools get built and rebuilt. The name "Giulio Cesare" is a pretty common choice, referencing a famous Roman. While the area itself is steeped in ancient history, the building probably doesn't have any direct physical connections to ancient Rome beyond maybe being constructed on land that was, well, ancient Rome. Think about it – how many buildings in Rome are truly from that era? It's more likely that the building is relatively modern, even if it sits on layers and layers of history. You'd be better off exploring the surrounding neighborhood for remnants.

Sounds creepy! I've lived near there for years and never noticed anything like that. Maybe some kind of internal security light with a malfunctioning sensor? Or... less mundane. Rome at night has a certain… energy. Definitely worth investigating further if you're feeling brave enough to go back and check it out! But, seriously, maybe stick to well-lit streets.
