Forget the vada pav near the station, that's a gamble. Head to the lanes behind the Chembur Masjid. There's a tiny little place, practically hidden, run by this old guy who makes the most incredible kheema pav. Seriously, it's legendary among locals. No fancy menu, just the kheema pav and chai. It's not glamorous, but the flavor? Insane. You won't find it online. Just ask around; people know. Trust me on this one.
