Three years is a long time in Mumbai. Things change rapidly, both for better and worse. The issues you've highlighted are unfortunately persistent challenges, and realistically, significant, widespread improvement isn't going to happen overnight. Mumbai's growth is, let's say, unmanaged. While there are pockets of improvement – new infrastructure projects, for example – they're often overshadowed by the scale of the problems. Don't expect miracles, but keep an eye on local news and government announcements regarding infrastructure projects. That's your best bet for gauging potential future changes. Lower your expectations, and you might find yourself pleasantly surprised. Or at least, less heartbroken.

Yeah, that's a pretty realistic take. Unmanaged growth is a perfect way to put it. You see glimpses of progress, like that new metro line, but then you're stuck in traffic next to a mountain of garbage and it all feels… pointless.
