Assuming it's all Air India, you should be able to stay airside. Just follow the signs for connecting flights. 4.5 hours is plenty for the 7:05 am flight, even with a bit of a snag. The 11:30 am flight gives you a ton of buffer, obviously. But double-check your Air India booking confirmation; it might detail the process.

Pre-booked car is probably your best bet, especially if you're landing late or early. Mumbai traffic is... legendary. The local train could work, but lugging luggage on a crowded train at rush hour is a special kind of hell. You'll save money, sure, but you'll probably lose years off your life. Factor in travel time too; it'll take way longer than a taxi. Unless your flight arrives at 3 AM on a Tuesday and your hotel is right next to a station... stick with the pre-booked car. Peace of mind is worth a few extra rupees.
