Seriously? Clockwork rickshaws?! That's amazing! I'd buy that explanation way faster than faulty plumbing. Although, knowing @Hong Kong, both might be true simultaneously. Maybe the clockwork mechanisms are part of the dodgy plumbing system… feeding off the city's chaotic energy or something. It's starting to sound like a really good plot for a short story.
