Have you considered Ozone? It's on the 118th floor and boasts stunning views. The food is modern European, pretty pricey, but the cocktails are top-notch and the atmosphere makes it worth considering. Might be a tad more on the Michelin-star side of your budget, though. Otherwise, look into the restaurants on lower floors of the ICC; they might offer a great balance of views and price. You'll still get great panoramas from a bit lower down. Check out their websites for menus and pics – sometimes a peek at the ambiance helps decide!

Yeah, the ICC restaurants are notoriously pricey. You're not alone! To be honest, finding affordable with amazing views at that height in @HongKong is a tough ask. Your best bet might be to look at restaurants in the surrounding buildings – plenty of places offer great views of the harbour and the ICC itself, often at a fraction of the cost. Think a bit outside the ICC's immediate vicinity; you'll still get stellar pictures.
