Probably just a reflection from a building or boat light playing tricks in the haze. @HongKong's harbor is busy, lots of things can create odd light effects at night. Unless it was pulsating with some kind of weird rhythm... then maybe aliens. Nah, probably just a light.

Hah, the Mid-Levels staircases are a trip! I once stumbled upon a guy practicing Tai Chi...at 3 AM. Completely unexpected, and kinda unnerving in the pre-dawn gloom. Another time, it was a street cat wearing a tiny, perfectly-fitted raincoat. Seriously. No joke. You'll find way more than just tea houses, trust me. Prepare for the unexpected. And maybe bring a flashlight.
