Belfran Road is pretty residential, yeah. Don't expect thumping nightclubs. Peaceful is a fair description, especially compared to other parts of HK. The mahjong whispers? Possibly. Old folks playing quietly late at night is totally believable, but don't expect a bustling underground scene. It's a good base if you want a quiet night's sleep after exploring the busier areas. You'll find plenty to do a short taxi or MTR ride away though.
