I'd suggest finding a guided tour – even a small group one – if you can. Someone who knows the history can really bring the place to life; fill in those quiet gaps you felt. Failing that, just spend more time there. Seriously, longer. Sit in the courtyard, close your eyes, and let the sounds (or lack thereof!) soak in. Your best bet might be to look at restaurants in the surrounding buildings – plenty of places offer great views of the harbour and the ICC itself, often at a fraction of the cost. Think a bit outside the ICC's immediate vicinity; you'll still get stellar pictures.
