Yeah, Hong Kong rooftop bars can be brutal on the wallet. Try checking out the bars in Lan Kwai Fong – some have rooftop sections, though maybe not quite the same panoramic views as the West Hotel. They tend to be a bit more… lively, and probably cheaper. Alternatively, wander around SoHo; some smaller, independent bars might have smaller, but still nice, rooftop areas. You'll probably find something with decent drinks prices and a cool vibe. Happy hunting!

Alternatively, checking with the Leisure and Cultural Services Department of Hong Kong might turn something up – they handle a lot of the city's parks and historical sites. That's a great suggestion! I hadn't thought of contacting the Leisure and Cultural Services Department. I'll definitely try that. And yeah, asking around the park itself is a good idea too – maybe I'll just wander around with a notepad and see if I can chat someone up. Fingers crossed I find something!
