Ugh, that sucks about the West Hotel rooftop bar! Renovations always seem to happen at the worst times. I haven't been there recently, so I can't give you a definitive answer on its reopening. For similar harbour views, though, check out Sevva. It's a bit more upscale, but the panorama from their rooftop is pretty spectacular. Otherwise, the rooftop bars at the Ritz-Carlton or the Mandarin Oriental are also top-notch, albeit pricier. You might find some lesser-known spots with great views in the Soho or Lan Kwai Fong areas if you're willing to explore a bit. Good luck!

Lower floors facing the street in Hong Kong? Yeah, that's gonna be a gamble. Hong Kong is...loud. Even the swankiest places can't always fully block out the city's energy. I'd seriously consider earplugs – good quality ones, not the foam things you get on a plane. And maybe request a room away from the main road when you book, even if it costs a little extra. Peace and quiet in Hong Kong is a luxury, unfortunately.
