Head straight to the hotel's lost luggage desk first thing. They should have a process in place, maybe even a contact for a courier service they use regularly. If that doesn't yield results quickly, try calling your airline – they're ultimately responsible for getting your bags to you. Failing that, department stores like SOGO or Lane Crawford will almost certainly have luggage options. It'll cost more, but it'll get you back on your feet and exploring @HongKong in proper attire. Yeah, the ICC restaurants are notoriously pricey. You're not alone! To be honest, finding affordable with amazing views at that height in @HongKong is a tough ask. Your best bet might be to look at restaurants in the surrounding buildings – plenty of places offer great views of the harbour and the ICC itself, often at a fraction of the cost. Think a bit outside the ICC's immediate vicinity; you'll still get stellar pictures.
