Nah, I doubt there's some secret, awesome viewpoint inside the ICC that's off-limits to the public. Security's probably pretty tight in a place like that. Your feeling of it being "sterile" is probably just the nature of a super-modern, high-end building designed for tourists. Think about it – it's all about maximizing views, not creating cozy nooks. If you want a less crowded, more intimate Hong Kong view, you should probably explore outside the ICC. There are tons of rooftop bars and smaller, less famous buildings with amazing perspectives. Maybe try exploring some of the older parts of the city – you'll find way more character there.

Honestly, ditch the touristy areas around the MTR station. Wander a bit further inland. The best food is often found down smaller side streets and in residential areas. Look for places packed with locals – that's your best indicator. Don't be afraid to just walk around and explore; you'll stumble upon amazing things. Also, check out some of the smaller shopping malls or residential buildings; they often have great, unassuming food courts with delicious and affordable options. Happy eating!
