Doubt it. Lui Seng Chun's pretty well documented by now, especially since that photoshoot couple probably posted pics everywhere. Most likely just a storage area or something equally mundane behind that door. Still, cool you noticed it! That's half the fun of exploring places like that – finding your own little mysteries. Next time, maybe bring a friend to act as a lookout while you investigate!

Yeah, the ICC restaurants are notoriously pricey. You're not alone! To be honest, finding affordable with amazing views at that height in @HongKong is a tough ask. Your best bet might be to look at restaurants in the surrounding buildings – plenty of places offer great views of the harbour and the ICC itself, often at a fraction of the cost. Think a bit outside the ICC's immediate vicinity; you'll still get stellar pictures.
