Nah, that's totally normal for Hong Kong. Seriously. Old buildings, hidden doorways...it's practically a hobby for them to cram stuff into every available space. Probably just some old utility access, storage for the buildings, maybe even abandoned. Belfran Road isn't exactly known for its bustling nightlife, so the quiet thing is par for the course. Seriously? Clockwork rickshaws?! That's amazing! I'd buy that explanation way faster than faulty plumbing. Although, knowing @Hong Kong, both might be true simultaneously. Maybe the clockwork mechanisms are part of the dodgy plumbing system… feeding off the city's chaotic energy or something. It's starting to sound like a really good plot for a short story.
