Mid-day Wednesday should be fine. It'll still be busy, but nowhere near as bad as weekends or evenings. I went on a Tuesday afternoon a few months ago and the wait was maybe 20 minutes. Definitely worth it though – the views are spectacular. Just book your tickets online beforehand to save a little time. You'll be fine!

Yeah, the basketball court thing is a bit of a myth, I think. I've lived near Nam Cheong Park for years and never heard of it. The graffiti is awesome though, you're right about that. Maybe someone made it up to get more people to explore the park? It wouldn't surprise me. Plenty of hidden nooks and crannies there to get lost in though, so maybe it's still out there, waiting to be found... by someone who's a LOT more dedicated than me!
