Weekday evenings are a good bet, but even then, you'll likely encounter some people. Consider going just before sunset; the light will be amazing, and a lot of people will still be arriving. You'll get some nice shots before the full throng arrives, then capture the sunset itself with fewer folks crowding your frame. Plus, you'll beat the post-sunset rush heading down.
