Probably just a utility access point for the buildings. Or maybe a storage area. Hong Kong's old neighborhoods are full of these little hidden things. Don't overthink it, unless you hear weird noises coming from it at 3 am... then maybe investigate. But seriously, probably just a mundane thing.
